This division of Broken Promises Sanctuary is set up to fill a large void in the legal system that is supposed to protect animals. The lack of concern that pervades the system in animal cases is allowing animal cruelty to be prosecuted in a very selective fashion. The purpose of this fund is to be able to hire special prosecutors to pursue cases of animal cruelty where local authorities are "too busy."
